The Over City
The third floor, named once in the first book, when Zev tells Carl that 'once you do hit the over city' he will need something compelling. She says the third, sixth and ninth floors are linked in a way that will later become clear, and that they all come into existence at the same time.

The third floor, remembered from the sixth: the swordsmen guards the Funeral Bells are not (ch. 2); the Desperado Club's 1920s-style entrance there (ch. 5); the city Signet fled to and joined the circus in, where Areson's brother Apollon, who went with her, was during the nine-tier attack (ch. 14, ch. 25, ch. 29); 'The Over City was devastated' (ch. 52).
