Explained on the Iron Tangle before they are met: You're Not Done Yet is a War Mage spell of 'the brutal, mass combat that will occur on the ninth floor', turning the fallen into fleshers and bones; Carl beheads one named Dismember on a train and keeps its head.

Progression

Akuma's escape plan arrives on an invoice (ch. 23, ch. 24). Eris: make nice with them; they will probably turn on you at the end (ch. 35). Carl learns what they are — magic made flesh, heads that explode (ch. 37) — and what is left: five, with the crawlers their third choice of fighting force and the Scavenger's Daughter their hope (ch. 38). The AI calls them its skeevy cousin (ch. 67); Li Na promises to keep them from turning (ch. 61); they are one of three factions at the Cabaret's back door (ch. 86).
